Jeff focuses his practice on energy transactions and markets, energy infrastructure, public policy, federal and state regulation, regulatory compliance, administrative and civil litigation, and expert services. His clients include electric and natural gas utility companies, energy project developers, electric transmission organizations, and service and technology providers.


Jeff holds a Ph.D. (Economic Geography and International Trade), J.D. (Regulatory Law and Economics), and M.B.A. (Corporate Financial Management, Financial Institutions and Markets, and International Management) from University at Buffalo, The State University of New York, and a B.S. (Industrial Engineering) from Texas A&M University. He is admitted to the Michigan, Wisconsin, New York, and District of Columbia Bars, and the U.S. District Court for the Western District of Wisconsin.

Before entering the practice of law, Jeff taught at the university level and worked as a business development and finance professional in the energy industry.
